致美國駐港總領事楊甦棣大使:

愛護香港力量是由香港市民於網上自發的民間組織。本會早於2011年6月已在社交媒體網絡公司Facebook成立了名為「愛護香港力量公開論壇」的群組，運作超過兩年深具網民支持。但該群組戶口於6月26日深夜突然遭Facebook以違規為由強行刪除，本會於翌日再度註冊一個相同名字的新論壇群組，可惜於24小時之內再度以違規為由被刪除。經投訴後至今仍未接收到任何回覆。

基於客觀現實我們發現有大量充斥歧視及侮辱性字眼的如反中國反香港政府群組及專頁至今仍存在Facebook平台，而本會的新群組戶口尚未有任何可列入受爭議的題材就匆匆於24小時內被關掉。（唯一「違規」的是「愛護香港力量」這個組織名字嗎？！）Facebook公司對本會的「特別禮遇」完全是不合常理。但假如參考月前斯諾登來港揭發美國政府一直對Facebook等網絡公司進行政治監控，及後並因美國政府的失誤而令斯諾登「逃離香港」明言不滿香港政府「放過」斯諾登，我們實在不難聯想到為什麼Facebook公司會一反常態，對愛護香港力量作出針對性報復的行為！

斯諾登來港揭密事件，公開了美國政府對全球作出黑客行為，包括監控全球電腦網絡、竊聽通話，甚或多次入侵香港政府、學界及公共設施等電腦系統（如曾經入侵中大數據中心）。而代號「稜鏡計劃」（PRISM）對全球網絡包括Facebook在內九大互聯網公司作出直接監控。假如美國政府以反恐為名入侵香港電腦是完全站不住腳，香港何時成了美國政府眼中的恐怖份子的基地？美國政府又何時得到授權侵犯香港人的網上私隱？

本會現嚴正要求美國政府作出以下保證：

‧停止非法入侵香港政府、學界、商營企業及民間的電腦及手機等等作出黑客及竊聽行為。

‧停止嚴重侵害中國主權，侵犯香港市民的網上私隱行為。

‧停止對美國網路、通訊、社交媒體等企業（如facebook）作出侵犯人權及違反言論自由的監控行為。

‧停止以各種冠冕堂皇的理由，直接或間接對香港政界、媒體或非政府組織及團體（NGO）作包裝的反社會反政府人士提供政治資金（如最為人認識的美國國家民主基本會 National Endowment for Democracy NED），香港市民不需要亦不歡迎美國臭名遠播的顏色革命（Color revolution）。

最後我們要求Facebook公司貴為全球最大的網絡社交媒體能勇於承擔責任，敢於向美國政府不義的要求說不。並重新開放愛護香港力量的戶口，向世人作出承諾貴公司能保障所有用戶皆有平等的發言權，是支持真正的言論自由的國際企業！

To Consul General Stephen M. Young/U.S. Consulate General in Hong Kong,

“Caring Hong Kong Power” (CHKP) is a civil organization, formed by internet users without political party background. We established an open forum website in Facebook since June 2011, with over 5500 members. On 26-June the website was forcibly deleted by Facebook without prior warning. We opened a new group website under the same name on the next day, but again it was deleted for the reason of violating the rules with no supporting issues. No replies so far have been received to our complaints of the unreasonable eradication.

In fact there are so numerous comments and posts of discrimination and insulting words being flooded in Facebook by anti-China and anti-SAR groups and individuals. But they still exist for long. Our new group page, containing none of controversial subjects, was however eradicated within 24 hours. (Was it the name of our organization “Caring Hong Kong Power” the sole cause of violation, or just a thorn in their eyes?) The ‘special treatment’ that Facebook made to us is completely irrational and exceptional. We believe that it was a targeted vengeance action relating to the incident of whistle-blower Edward Snowden, who leaked the details of US phone and internet surveillance programs in the SAR and the alleged let-leave by the SAR government.

Snowden disclosed the US surveillance programs that include global monitoring of of internet, phone-eavesdropping, and invading computer networks of Hong Kong government bodies, public firms and even academia. By Prism, as code named, the internet of nine big internet companies including Facebook can be monitored. It is groundless for U.S. to invade such computers for the excused purposes of anti-terrorists. When did Hong Kong become a terrorist base in the eyes of the U.S., and who authorized the U.S. government can offend the online privacy of Hongkongers?

Our organization solemnly demand that the U.S. government make the following assurance:

–Stop illegal monitoring and hacking of the computers & cellphones of the Hong Kong government bodies, academia, business and civil firms.

–Stop infringing China’s sovereignty, offending Hongkongers’ privacy.

–Stop surveillance of U.S. internet, communication, social media companies such as Facebook that operated in Hong Kong with invading human rights and suppressing freedom of expression.

–Stop providing political funds to Hong Kong political parties, media, and NGO organizations. Order your National Endowment for Democracy to stop all sorts of funding to all Hong Kong associations.

Finally we urge Facebook, as the world’s largest social media company, to courageously take the righteous responsibilities for fairness and justice in their operation and control, and re-open the above-mentioned our open forum website, so that the public would acknowledge that Facebook really safeguards freedom of expression on equal and fair basis.
